Battery charging question for my friends new Mini SE

My colleague has just got his Mini SE, but the third battery in the hub is flashing just one light (the third out of the four), and in the drone it flashes all 4 lights (they blink 3 times).

Im assuming this battery is faulty?

They might be entitled to a free battery replacement from DJI as I was when I had the same issue.
