Sort of. No GVC is required to operate commercially or to fly a Mini pretty much anywhere. The GVC is just a training certificate, the OA is closer to the PfCO. Both the GVC and OA are mainly aimed at people who will need to fly larger drones close to people, there’s little extra benefit for most pilots.
Most outbuildings are permitted development and do not need consent. The permission is in the GPDO.

On the surveillance subject first, to carry out any form of surveillance on someone without their knowledge requires a RIPA authority, surveillance and being open about it is different and have to you follow ICO guidelines. Once that has all been approved, you will need a PfCO / OA from the CAA and depending on what you are flying and where you are flying it will also require an OSC or bolt on to the OA.
The OP mentioned flying a Mini. There are surely almost no circumstances in which an OA will be needed to fly a Mini. Or if there are, what are they?

Yes, but the RIPA will be required to list those who are carrying out the surveillance and what methods.
Ah yes, I must remember to RTFQ. The mini 2 might get round that problem.

I personally cannot fault them, but then again I have no other experience of any other providers

Sorry, my point was, they’re only taking a photo of a building - I don’t think the RIPA even comes in to it?
