I am updating my operation manual but am getting confused with the latest version of the Air Nav Order is it 2016 or 2020 or 2021?

It’s the Air Navigation Order 2016, although it has been amended multiple times since then.

Although very little drone law remains in the ANO now. Mostly the regs are in Regulation (EU) 2019/947. Which itself has also been amended since issued 
As of today, the reference you need to quote is Air Navigation Order 2016, CAP2038A00, Version 5, 6th Sept 2021
