Funnily I’ve never been bothered with the seagulls. 
I was chasing one today not a seagull a pigeon (should I say that out loud)
Caught it easy, I was like a fighter pilot. It put me right in my place though and took off like an Exocet missile.

My sister has a Phantom 3, seagulls seem to hate it. I’ve never been bothered by them with my Mavic Pro or Mavic 2 Pro. I haven’t tried to gauge their reaction to the Mini 2 yet.
