Out for ammunition by the sounds of it.
Take the people who wrote that article at Xmas into the countryside, tie them to a stake in a field… attach a rock to a Phantom by a string (doesn’t have to be a phantom, I’m not droneist, it can be non DJI bit of kit if you like) and repeatedly swing the rock into them. 
I’ll give them misuse of a drone…
