Im really struggling to get my head around TOAL laws..

I know its public land or with LO permission
but

if you read into it, its more like

Public land
just not there
or there
that public carparks a no
that public council owned parks a no
that public footpath is actually a PROW so you need permission
public highway just dont cause an obstruction
ah yes that big, open playing field miles from anyone

yeh thats a no too…
