Sorry, my bad - got confused. I fly and instruct rc fixed wing (and drones) - you’ve got to have a flyer id for fixed wing legally and to get that you have to do the RCC (Registered Certificate of Competency)
Yet you won’t need to broadcast RID if you take off from a club field.
These rules are utterly ridiculous 
And there’s too many of them in this thread ignoring that phrase

One of my club mates is responsible for almost all regulation of UAV systems in the U.K. up to 250KG at the CAA - I’ll ask him why and see what he says

As far as I can recall, the operator is the person who owns/controls the drone (controling in this context means responsible for).
The flyer is the person…wait for it…flying the drone.
If you are not the operator, then you need a flyer ID to fly it. I suspect they (CAA) know the drone operator/owner has read the rules so doesn’t need a flyer ID, but it’s free so why wouldn’t you?
If you are the operator, then you need an operator ID to fly it, as having an operator ID also allows you to fly the drone, because you probably own it, and you’ve probably already read the rules and regs?

Yup. It is possible that the owner of the drone does not and never intends to fly it, having bought it for the purpose of having an employee/agent/relative/servant/friend fly it for him, or for his purposes! Equally, the person flying the drone does not have to own it, so long as he/she has the owners permission to fly the drone!
I’ve always analagised it to something like a haulage company. Take Stobarts for example.
Stobarts own the rigs. Operator
Drivers drive the rigs. Flyer.
Ps yes, i know about stobarts.. 
This is standard practice for most Frauditors… The Operator ID will be registered to a third party.
