But want to reduce these restrictions Day & Night flying.

I have been told I now need visible flashing strobe light.

You don’t currently need any flashing light on a drone. The regulations requiring a green flashing light are due to come into force on 1st July, but I hear that will change.

There’s no difference (legally) between a day or a night flight.

So far as I’m aware, there’s no straightforward legal way to fly within 50m of people in a built-up area with a drone the weight of a Phantom. Even with a PfCO / GVC Operational Authorisation you are required to keep a 50m distance. Your only real option if you want to fly that close to people in an urban area is a sub-250g drone, such as the popular DJI Mini 2.
