I have just added this to the map of places to fly your drone at Drone Scene:
Land owner permission not required.
You can park your vehicles on the road adjacent to the builders compound opposite the Sea Cadet Building on Queens Promenade Fleetwood.
Then a short walk south along the promenade to the tower. It is used by National Coastwatch (NCI) volunteers 7 days a week 1000 - 1600 winter hours and 1000 - 1800 summer hours.
