My mum also met him when she was in college in Scarborough - had pretty much the same impression.
He invited himself to visit my school (for disabled children) in the mid-70s, in Llandudno. Apparently he was visiting one of his sisters who lived in a big house on the other side of the road. Most of my school friends remember him as very creepy.

I do sorta agree with you that a lot of the police forces are rubbish, but just imagine if you did need advice or some local copper did take an interest in what you were doing, if there was a number you or they could ring and speak to someone, like their UAV team, what a lot of hassle that could save. If the police never turn up and the CAA dont have resources, I guess we are really self policing then… now that is an idea… ha-ha. Cheers.
Oxford city council and Oxfordshire county council are two different things. The county council will normally manage and run any major parks within a smaller councils area in their remit. While the smaller parks may be run by the inner council or even parish councils.
You need to look up who manages the parks basically.
Oxford City Council run leisure so parks would come under their remit…
