They can only insist if you are in their ATZ otherwise it is just a courtesy thing. The first time i flew at Lytham the controller told me i had to apply. You have to be firm but polite and explain, exactly where you are flying, you are outside of the ATZ and you are only ringing to be polite.
Warton in my experience are alot more chilled.

For Latham green you need to apply to Wharton, you can select this in Airportal. For flying within Blackpool airspace also apply via Airportal they usually authorise within a couple of hours.

Just read the entirety of last years Blackpool meet and I’ll have to dig out the Mini 3 Pro, charge the batteries and update the firmware, check that it’s ok to fly, not used it since BM24 Part 2 in September last year

Up date.
The posted time of 05.30 is optional obviously. The predicted sunrise is 06.04, but from experience it’s normally 20 min after that when the sun breaches the horizon.
The forcast is no rain wind speeds of 10- 20 mph
Some cloud cover.
