Could someone please tell me if I can use the DJI 65W Portable Charger USB-C connector (UK)
to charger my 3 x mini 4 pro batteries in the DJI Mini 4 Pro / Mini 3 Series Two-Way Charging Hub? Thank you.

Short answer is yes.

Did you mean the charger pingspike linked or the 65w car charger?

If you are worried about the maximum power of the charger, you don’t need to. USB-C effectively negotiates with the device to decide how much power to use …. So even if it was a 250w charger, it will only take what it needs, so should be fine.
