It’s all digital, they have the perimeter of the prison. You’re right, there’s absolutely no reason they couldn’t make it millimetre accurate.

The legislation doesnt actually say 400m … it sets out for each prison a series of co-ordinates joined by straight lines which form the restricted area … I guess the CAA have simply plotted them out.
