After a few years without a drone, I’ve got all the time I need to do whatever I want and thinking about getting another drone. I had gotten fed up with what I saw as hassle around a drone - negative comments by people I encountered, seagulls, PLI, Insurance and trying to keep within the rules (that’s who I am and it’s not going to change (1)). Added to work crap, I sold my Mini 2.
The Atom 2 caught my attention on Amazon. I don’t want sensors, I’m unlikely to fly in a situation that needs them (see (1)), and the rest of its features remind me of the Mini 2. I’m not bothered about having the latest tech, I’m unlikely to use it, and I like it’s features as well as being value for money.
I’m on the verge of ordering but need convincing.

Can’t speak for the Atom as don’t have any experience of it, but the Mini 4K is effectively the same beast as the Mini 2 so if you were looking for something similar it might be worth a look.
As for the rest of your questions, I personally have found more people to be curious and interested as opposed to hostile when I’ve been flying. It took a while for me to get to that point as I did imagine the whole world was staring at me to start off with, but the majority of my interactions seem to be limited to “Ooh, a drone!”
@PingSpike will tell me off for doing an impression of him again, but you can now get hobbyist, commercial and public liability insurance through the club which should make things a bit more straightforward.
As for seagulls, try to avoid places where they’re nesting and if in doubt hit sport mode and fly straight up!

Do it mate, fif you’ve got the time and the money and the inclination, fire up the Prime and order it. It sounds like you’ve already made your mind up, so what’s stopping you?

The Atom 4K is MUCH cheaper than Amazon in the Potensic store on Ebay.
(There is also a new Atom 2 newly released, but that’s not cheap)
(I was seriously considering an Atom, but then Argos did a great price on the DJI Neo)

Thanks @Spider it’s the Atom 2 I’m looking at. One feature I like is the dynamic home point, a feature in Litchi but not DJI fly as far as I remember.
You can now update the homepoint in the DJI Fly app to the current location of the controller, or the current location of the drone, during a flight, allowing for a more dynamic return-to-home (RTH) experience.

Just get a drone and enjoy.
Print yourself a cheat sheet style card with the rules on for your particular class of drone so you can reassure yourself. You’re not in the wrong.
Ive read somewhere in the past that a study was done on seagulls as to what colour the birds avoid and Red was deemed the one.
Not a clue on any science behind it but you could get your NEW drone wrapped in red. Could help.
Either way embrace the hobby enjoy the pic/videos you take.

Thanks @D0c.Col but DJI’s dynamic option is manual. A lot of my flying was over the shore while I walk along the promenade and I’d prefer true dynamic.

Thanks @October I’m veering towards buying it but not rushing. It’s early days for the Atom 2 and I remember the early days of the Mini & 2. Might wait a month or two.

I got a Mini 4k for my first drone on Amazon, got the DJI refresh for it and all only to realise that a refurbished Mini 3 was going for the exact same amount on the DJI site so returned my mini 4k and requested a refund for my refresh- I would recommend the Mini 3 , I like that the quality of video its better and becuase I mostly post on social media sites the Vertical Shooting is brilliant. All the best.
