It can be easily done in the free version.
The free version has masking and blur … so you can create the effect.
Search YT for the many tutorials.

Amazing effect … Our brains seeing it as a tiny model just from a bit of strategic blurring is so weird
yes, I’ve tried it on timelapses using Lightroom, but never on video
And the little model car driving in the distance. It is very clever how the brain can be confused. I mean my brain does get confused a lot with many subjects but. It does make is look real good. It does look like a model.

thanks, yes your brain makes the judgement that this is a model simple as that and you cant tell it otherwise
Have you tried the tile shift video app for iPad and iPhone it costs a couple of quid but does the effect really well
Great footage and thanks for the info on Tilt Shift video. I lived just outside Derby in the 50s and 60s and my father operated the tower crane that was used in the assembly of the first tower. Good to see how it has expanded and thrived
