Im a new drone flyer have operators and flyers ID and have DJI mini 4 pro. I see a video on drone scene and once on the map page you click the last icon on the right its a quesion mark ? Once clicked if you tap the map where you want to fly it showes you what council covers that area, then click the purple council border it hilighted scroll down to link “what do they know” this brings you to a page with emails GADC have sent to the council about freedom to fly, asking if the have drone bylaws, i looked at meny councils around me and they have no bylaws but where i live “southampton” they do so i clicke the link and they say drones can not take off or land on any of their land with out special permission may be granted for commercial work or filming that promotes southampton only, this means i cant fly for my youtube channel that is about history, i asked for permission and it was turnd down, is this legal or do they need more back up rather than just a “no”
Apparently they have no byelaws, but the parks dept have the rule about flying in parks. Easy way round this is to TOAL outside their parks. You can then overfly the parks.
Here in Derby, the council’s response was that they had no byelaws nor policies regarding the flying of drones from council owned/ run land. The parks dept state on their website, No drones. ( parks are council owned/ run) I asked for permission to hold a meet up on a local park and after waiting for weeks and getting no response, organised one. As the council had stated they had no byelaws or policies about drones, I wasn’t breaking any rules. Even the local folks enjoyed watching the drones flying. One even said it made a change from watching people playing cricket or football
I and @StunningDrone and no doubt other members on here have flown from Mayflower Park for example and I’ve never encountered any issues. It’s more common sense and the time of day I guess. There’s a plethora of places around Southampton to fly from on public rights of way etc, I’ve done it myself.
Your biggest issue to be careful of particularly around the Bargate area is the hoards of nesting seagulls!
I fly from Mayflower park on a regular basis and as @uav_hampshire has mentioned the seagulls will be your biggest problem, not the local council. Until the CAA/NATS or the app’s tell me I cannot fly there I will continue to do so. But fly careful and consider others when busy especially when the Cruise ships come and go every couple of days.
Or the preparation/fencing-off/dismantling of the forthcoming boat show.

The boat show pontoons already set up is a causing a right ball ache as our feathered shitehawk friends have found a new temporary dossing area.
It’s usually fenced off a good 3 or 4 weeks before for various things to be installed. Power infrastructure for all the stands usually going in about first.

Well on drone scene app for southampton parks it says southampton have a drone bylaw and that link takes you to scc website where it says “Drones cannot take off or land on our parks and open spaces without permission from Southampton City Council. Permission will generally only be granted where usage of a drone aids survey work and/or to undertake a professional service such as at festivals and events or filming to promote Southampton’s open spaces.” But that statment is just words on a website, do they have an actual legal policy to back it up

As I understand it, their “Policy” means they can ask you not to TOAL on their property, and ask you to leave said property, but you won’t be in court unless you refuse their requests and/or kick-off.
Personally, I’ve never seen any park official in Mayflower Park. Not flown in others.
Well - not 100% accurate - but nobody had thought about “Drone Policies” back in 2015 when I let a friend’s son fly my Phantom 2 in Riverside Park … and there weren’t any FRZs back then, either. #HappyDays
Ah thank you, this is what i wanted to hear, to be fare if i was asked to leave i would do so anyway, just wasn’t understanding the severity, i have plans in september to be taking off from mayflower park to do a project on the Titanic for my youtube channel and fly over to Titanics dock. Thank you
Not that I have any legal training, but I think the best way I’d classify it is less illegal than cycling where it says “No Cycling” … and even if a copper stopped you, chances are all he’d really do is just ask you to be sensible and grow up.
Even if they did have a byelaw, go and TOAL/fly anyway unless there are big signs everywhere telling you they have a byelaw. If asked to leave by a warden, then smile and say “no problem”, land the drone and pack up, no harm done and no laws broken or offences committed. If asked to leave by a member of the public? Well, that’s up to you. But I know what my usual answer is
Always an alternative. Many don’t want to test the waters.
Just saying “I tried to find out but couldn’t find things that agreed one way or the other!” can work.
