No, unfortunately it doesn’t. An access platform is designed to lift personnel,small tools and light materials to height. These are not being used for that purpose. They are merely parked like the other plant in your picture.
But, because we are rejecting the entire entry, you can submit another picture showing the access platforms being used as described above.
Was going to point out that, grammatically, I’ve gone for the “scissor lift” rather than “cherry picker in use”, but I don’t think that’s going to sway you.

Sorry for the delay John, it has taken this long to adjudicate - we have been unable to find a River Humber on either Google Maps or on online Ordnance Survey
