Most video editing software packages provide such titles. Davinci Resolve, Final Cut Pro, Power Director, etc.

hello my friend. as the user below said most software packages provide Titles that can be used while editing. I use Davinci Resolve. There are tons of tutorials online for this as well. Hope this help you out.
