Reading Berkshire it belongs to Thames water and they lit it up in memory of of of their collages that passed away 
but his family were so happy that I did the video

Was it for those that died while at work? Or for COVID, or something?

No long before lockdowns but they intend to do it again on 23rd March with a few other landmarks in Tilehurst for all the people that have died . So they are trying to get them to light everything up in blue
