Is this a specific feature of certain drones? Not been aware of this function before, where the drone RTh at 20% battery

I think it’s been a feature of all DJI drones since the Mavic Pro .. and perhaps even before.

What happens at critical battery can be set .. RTH / Hover / Land.

As I understand it, when the battery gets to 20% it triggers an inbuilt default response, which starts a count down, which you can then cancel, if you want. That, I know. The wording in the

Blakiston report suggests there is a setting where you can pre determine the battery % to be triggered.

Yes - you can set both the critical % and the low battery warning %.

Can on my Phantom 2 .. just checked.

I can’t find anywhere in settings for the Mini 4 Pro, where I can change the battery %. Does your Phantom work from an RC 2?
