Amazed he is allowed to fly in Manchester, isn’t the flight restrictions quite harsh due to it being in the city? and still relatively close to the airport?
Still think both weren’t in the wrong though, officer was polite and the man complied even though he thought to be in his rights. Again the Drone community showing a positive side! Love it
Bit of looking around and it isn’t in an FRZ. It is right next to Manchester Piccadilly Railway station though.
There are no specific flight restrictions in Manchester other than at the prison. I’ve flown near Piccadilly Station before. I’d expect some hassle if I flew where this guy did, but without crowds the main issue is whether it can be done without putting anyone at risk during TOAL.

The station/trams need to be factored in to the risk assessment (even if that isn’t a formal RA).
Finding an appropriate TOAL and not flying over a crowd would have made this much less iffy/illegal.

I’m mildly tempted now to pop down there and get some aerial shots to show what can be done. But actually the police often hang out on the Piccadilly station forecourt and I’m not sure I could convince them what I was doing was legit (and am not currently in the mood to have the argument!) If I was really keen, I’d pre-notify GMP via their website (so they have a chance to consult their resident drone expert), while knowing it probably wouldn’t help as I got no response last time I tried that!
The key point in all this is that if you fly from the street and don’t have a controlled safe TOAL area, you will find it very hard to argue that you are not creating risk to persons or property.
