There does appear to be some motion blur on the lady cycling, while the “static” stuff like the roof tiles appear clear, so it may be a compression/encoding issue if you are unhappy with aspects of that. You can encode at higher data rates to work round that, but I don’t think Youtube will take any notice of that and may re-encode again anyway. It also means larger file sizes so you normally need to strike a balance.

When the youtube video is playing right click on the video and select stas for nerds you will be able to confirm if the current video is coming thoughat full res and loads of other stuff.
