To add a bit of clarity to that statement for others, as I assume you already know this @Biggles999
The permission to unlock a DJI Authorisation Zone needs to be sought from whoever is responsible for that piece of airspace.
Once permission has been obtained from the relevant authority, then you can fire an unlock request to DJI.
Hence the line of text that DJI provide, saying:
If a flight within one of these locations has been authorized, GEO allows users with verified DJI accounts to temporarily unlock or self-authorize their flights
And:
Each user is responsible for checking official sources and determining what laws or regulations might apply to his or her flight
Just in case anyone new to the hobby thinks that DJI are actually giving you authorisation and permission to fly there, they are not
