Hello,
I am also investigates and slowly building up a preliminary survey to establish what requirements I need to adhere to. Never flown in Central London before so understandably quite nervous.
Regards the EGR160. I just this morning obtained a reply from the CAA, SSC Officer (Consumer & Safety), Safety and Airspace Regulation Group who stated:
“EGR160 does indeed only apply to Helicopters but please always ensure you contact relevant authorities to obtain permission if anything is in doubt”
They also provided me with a very useful UAV Restrictions Zone Map (NATS UK | UAS Restriction Zones)
I intend to use (fallen.damage.case) as my TOAL (This I obtained from at least one person who has flown already. And paid parking (if you’re lucky on Wapping Street)
As regards Bylaws
Part 6 – Model Aircraft
No person shall cause any power-driven model aircraft to:
(a) take off or otherwise be released for flight or control the flight of such an aircraft in the ground; or
(b) land in the ground without reasonable excuse.
Well, we do have a reason for the flight, so I am assuming this will be okay.
That’s all I have at the moment. Already filed a Flight Plan via Altitude Angels (Not compulsory but a good idea I think) for 19th October.
Hope this is useful information.
We have a better one
Who’s Bylaw are you quoting, London Borough of Tower Hamlets?
If so Hermatige Gardens is not LBTH property.
I was only there Monday gone flying and there was a sign up about no BBQ’s etc, but it certainly wasn’t the standard LBTH Open Spaces signs they have or any LBTH logos on them.
Neither is it listed on their Open Spaces section…

EDIT
I’ve just extracted this from the LBTH Parks and Open Spaces Strategy 2017-2027.
LBTH are not the owners of the Gardens.
However - LBTH was resurfacing all the paths in 2020.
They weren’t in 2017, perhaps, when they were strategizing.
I’m going to email LBTH to clarify if it is their property. I’ll report back.
“Thank you for bringing this to our attention. It seems we weren’t the owner, but following your enquiry we have now acquired it.”
From what I’ve discovered via the LBTH Planning portal, Berkeley Homes had ownership of the land back in 2002. My email to LBTH will confirm if this is still case?
That was the planning that was fought by the public and refused. Chances are they just sold the land to some charity to turn into the gardens.
Looks that way because the client for the landscape consultants of the garden itself are called Hermitage Environment Group.
No, i thought i was certain, and now, from what i’ve read, I’m not.
Thanks for chasing this up.

I posted the info in this thread previously…
Parking along parts of Wapping High Street, Sampson St … Most other local streets but check the parking signage.
I’ve just added a new Take Off And Landing marker to this location @etchacan
Yesterday finally managed to do this mission. Took various images and videos.
I was there around 40mins. One Battery Change. I had all my planning information at hand (Pre-Site Survey, Flight Plan submission, Risk Assessment, CAA recognised certification) just in case I was confronted by the police. (Was I nervous?
Anyway, had no issues My wife agreed to be my Observer. This shot I have pasted here was taken at 98m height and 125m away from the bridge.
Re Parking. I have already entered a Parking Area which is on Wapping High Street, the location being just adjacent to the Hermitage Riverside Memorial Garden. (<1 min from my TOAL)
In terms of cost, I paid for 2 hours (£17.50 - RingGo App, Area Code: 60378) as we wanted to have a little walkaround the area.
