Why do nuclear sites not appear in the FRZ layer?

Just been playing in Drone Scene and want some simple clarification please, 2 images attached, 1st one, the only box ticked is FRZ which i totally understand

but image 2 only ticked Airspace Restrictions, Where can I fly my drone in the UK? - View this shared location on Drone Scene!

which shows 3 areas, 2 which were covered in the NFZ previously.
I know that Springfield is a Nuclear site, so why is it not covered by the FRZ (image 1)?
Can I fly legally that area? surely not. But as FRZs are sacred, why not?

Simply because it’s not classed as a FRZ - so it won’t appear in the FRZ layer.

Thanks Rich but neither of those links tells me why. They tell me i can’t fly there and I will abide by that, but my question is why this site, as it will always be a nuclear site just like Warton or Blackpool will always be airports. Why have another category when a FRZ will cover the regulations more than adequately.
