Does the impersonating a police vehicle relate to drones?
There’s plenty of other ‘toys’ with police written on them and such markings.

I think you have the best of both worlds… if you are flying against a dark background you need light colour wrap but against a light background you need darker colours.
Is this what you have found @Condor ?
I’ve seen this on ebay for the Mini/2… might go for it.
I bought some 25mm self adhesive reflective tape but it only shows (though very well) at certain angles. Useless in reality though.

This took me ages to do… a lot of the pieces that cover a large area of the legs are in one piece!
aligning is not easy and exaggerates the error the further away the end is… you heat the wrap up to activate the adhesive after you are satisfied with it in place… I’m hoping that the adhesive is not permanent 
the extra sheet of blue is for the option to have the legs dark… I chose the yellow sheet for the legs/arms
at least it is easier to see that the light grey.
Mine doesn’t say POLICE on it anywhere…

For anyone wondering, just skinned my Mini 3 Pro and weighed to confirm still compliant.
I omitted the battery skin.
But hopefully get a little less interest from birds.
Mines wrapped in a similar high-viz. It’s certainly helped seeing it better at a distance.
I’m sure it’ll look great when I find the time!
