I think we were headed to harmonize with EASA, but currently it’s a very moot point. The legal side of the business right now is you have to apply to General Staff office in writing to obtain a permit, but it’s very permissive. The most serious rule is that you are put in contact with the ATC to be informed about parts of the sky being closed due to military activity as well as report takeoffs and landings. Sometimes this means your whole region is locked down for the entire day and obviously nobody can tell in advance when it’s clear, so I tend to prefer locations with a café.
On a flip side you get to practice a lot of unthinkable scenarios, like full auto, dozens of kms range BVLoS, very high altitudes and so on.

I’m in Kyiv so there isn’t much small drone activity around that isn’t R&D or flight training. And the kind of drones that people are used to daily are relatively large and very loud Shahed-136’s. So there is very little change for confusion. But you still ought not to scare people too much, especially some areas with known trigger happy anti-air. Also, stickers with your phone number etc, common sense items.
Before the war, there was no limits on altitude and height that you can fly. For now without special permit from military you can fly on your own risk.
Ah I remember the times before it become mainstream, but now most skilled drone pilots nation is Ukraine)

My biggest paranoia is being GPS-spoofed (which happens when an air alert is declared to misdirect incoming missiles/drones) while very far away so that the radio connectivity won’t work at low altitudes due to horizon. I do have LTE redundancy, but we have a ton of fields with patchy coverage that’s hardly suitable for FPV. The thought of a full instrument landing 20-30 kms from you without a video feed is scary, even though realistically it’s just going to be fields with nobody there.
