Regarding colour - it does require two different correctly coloured tractors for the bonus so, even if you have found the right colour we can’t add a bonus point when the contest ends

Dunno if it’s actually towing the dinghy, but it is tied to the boat. ( as the boat is moored ) So, initially one point claimed ( but will leave a bonus point at the discretion of the committee)

Ian, we have examined your image and discussed it at length and, regretfully, do not consider that it meets the requirements of the subject.

We consider that passing underneath implies that the train be in motion, here are our reasons for the image being disallowed
We consider that the running track for the railway are the four lines with overhead gantries at the top of the picture that pass under the bridge and continue to the image bottom.
The locomotive under the bridge appears to be parked on a section of track, a siding that ends underneath the bridge. It is apparently an engineering vehicle used for track maintenance.
The exposure of 1/60 second gives all the moving vehicles an element of motion blur. None is apparent with your locomotive. We cannot determine whether anyone is at the controls in the cab.
As you have obviously gone to a fair amount of effort to take your picture we are, unusually, offering two options - you can take the picture again with a train in motion - passing underneath - or accept just the one point for a railway track passing under a road bridge.
