What does a big red circle mean?

I was planning to fly around a lake in Milton Keynes over the next few days until I checked on DroneScene, and it seems that it’s adjacent to a huge 'Restricted Area". It seems to be surrounding Woodhill Prison.
I know I can’t fly anywhere near a prison, but this area is huge, and the description is less than clear. It seems to be advising against flying there, but it doesn’t seem to ‘ban it’. I notice that DJI have one of their restricted zones that coincides with the red circle.

Brand new drone owner (Teesside), just browsing drone flying locations and noticed the seeming massive restricted area around Durham and Frankland prison aka FRANKLAND/DURHAM zone I can understand a prison, however even then restricted area covers a massive amount of land in comparison to other zones (and prisons), most of the city is also covered. Why so large? Is there any oversight to the assigning of areas or has someone just got out a big red pen? Other restricted areas seem very specific…

but it doesn’t seem to answer the question.

Can anyone shed any light on this please?

Looks like it’s applicable only to helicopters.

For all that drone scene is “our thing” here, it does sometimes lack info that altitude angel shows, in this case, the specific name of the restriction!

Thanks Ben, I had never seen the ENR 5.1 document before, so had no idea what I was even looking for.
